Decision to Withdraw Draft of Sugarcane Control Order

New Delhi: On April 20, 2026, the Union Ministry of Food, Consumer Affairs, and Public Distribution prepared a draft proposal to amend the Sugarcane Control Order, 1966, and invited opinions, comments, and suggestions from all concerned stakeholders. A period of one month was allotted for this purpose.

Following the expiration of the deadline for suggestions, the Ministry has decided to withdraw this draft amendment and has issued an Office Memorandum to this effect.

In fact, various stakeholders—including state governments and industry associations—had opposed the proposed draft amendment; in light of this opposition, the Ministry was compelled to withdraw it.

Sugarcane grower organizations—and particularly farmers from Western Uttar Pradesh—had vehemently opposed this draft amendment.

Furthermore, units in the unorganized sector engaged in the production of jaggery and Khandsari, as well as certain sugar mills, had described the order as detrimental. This outcome caused significant disappointment to the Ministry, which has, for the time being, put the proposal on hold.
