The U.S. Environmental Protection Agency (EPA) submitted its 2026 biofuel mandate proposal to the White House Office of Management and Budget (OMB) late Wednesday for review. Reports indicate the EPA is considering shifting about half of the previously waived biofuel obligations under small refinery exemptions to larger oil refineries.
Early session weakness was observed following reports that the meeting between U.S. President Trump and Chinese President Xi Jinping may focus more on optics rather than meaningful progress in trade negotiations.
USDA’s Export Sales report for the week ending February 19 showed soybean sales at 407,086 MT. This was lower than the previous week but only 0.92% below the same week in 2025. Egypt was the largest buyer with 225,800 MT, followed by Germany with 127,000 MT and China with 75,500 MT.
Soybean meal sales totaled 269,590 MT, within the estimated range of 250,000 to 500,000 MT, with an additional 30,000 MT sold for 2026/27.
Soybean oil sales were 1,473 MT, within the estimated range from net reductions of 10,000 MT to sales of 16,000 MT, while net reductions of 3,950 MT were reported for 2026/27.
