News Capsule: Government Tightens Oversight as Sugar Prices Rise; Physical Stock Verification of Mills in August
★ In response to the recent surge in sugar prices, the Government of India has decided to conduct physical verification of sugar stocks at mills across the country. The Department of Food and Public Distribution has directed that inspections will be carried out from August 1 to August 14 to verify stock levels and reconcile them with sales records.
★ Inspection teams will comprise officials from the Directorate of Sugar and Vegetable Oil under the Government of India along with representatives of the respective state governments.
★ The government has instructed all sugar mills to maintain accurate records of sales and dispatches and ensure that the stock shown in their books matches the actual physical stock available at the time of inspection.
★ The stock reported by mills in their June 2026 P-2 returns will serve as the base for verification. July sales and dispatches will be adjusted against this base stock to determine the actual stock position.
★ The government will also cross-check July sales data with GST records. Any discrepancy between sales records, GST data, and the physical stock will be treated as a serious violation.
★ If differences are found between the June base stock, July sales, and the stock physically available during inspection, the mills will be considered to have violated the Sugar Control Order.
★ Such mills may be denied their October monthly sugar sales quota, and appropriate penal action may also be taken against them.
★ Sugar prices have risen by more than 15% over the past few weeks due to panic buying amid fears of tighter supplies. A deficient monsoon has further added a weather premium to the market.
★ Between June 1 and July 24, India recorded around 16% below-normal rainfall, raising concerns over the upcoming sugarcane crop.
★ The government fixes monthly sugar sales quotas to ensure adequate market supplies, support price stability, and help mills clear payments due to sugarcane farmers.
★ For July 2026, the government allowed mills to sell 2.2 million tonnes of sugar. Market participants now expect the August sales quota, to be announced next week, to be higher than July's allocation in an effort to improve supplies and curb rising prices.
