Determination of new HS code for export of GI recognized rice

The amendment to the Customs Tariff Act introduced a new HS code for rice recognized with the Geographical Indicator (GI) tag. This move by the Indian government is significant as it is the first time globally that an HS code has been specifically created for GI-recognized rice varieties. The new codes are:

  • HS Code 1006-30-11 for Sela rice
  • HS Code 1006-30-91 for White rice

This change allows for the continued export of GI-tagged rice even in cases where there might be restrictions on other rice varieties. This could be particularly beneficial if the government needs to impose restrictions on rice exports for non-GI varieties, but still wants to facilitate the global trade of GI-recognized rice.

As of the latest updates, the Indian Patent Office has granted GI tags to 20 varieties of rice, with more pending. Some of the already recognized varieties include:

  • Palakkadan
  • Matta
  • Pokkali
  • Wayanad
  • Jeerakasala
  • Wayanad Gandhakasala
  • Kalanamak
  • Kaipad
  • Ajara
  • Dhanasal
  • Ambemohar
  • Joha
  • Govindbhog
  • Katarni
  • Tulapanji
  • Chaukuwa

Between April 2023 and March 2024, additional varieties like Bhadara Chinnur, Mashkabudji, and others were also granted GI tags. Furthermore, Karen Musli rice from Andaman has received GI status this financial year.

The introduction of these specific codes will help in ensuring the traceability of such GI-tagged rice in international trade and might give these products a competitive edge in the global market, preserving their regional identity. It also emphasizes India's commitment to promoting its agricultural heritage on the world stage.
