News Capsule: Major Change in Wheat and Wheat Flour Export Policy
★ The government has made a major change in the export policy for wheat and wheat flour. The Directorate General of Foreign Trade (DGFT) has issued two separate notifications, revising the export policy of these products from ‘Prohibited’ to ‘Free’. Both changes have come into effect immediately.
★ According to DGFT Notification No. 35/2026-27 dated August 24, 2026, the export policy for products covered under two wheat HS codes has been revised.
★ 10011900 – Durum Wheat: Other: Revised from ‘Prohibited’ to ‘Free’
★ 10019910 – Wheat: Revised from ‘Prohibited’ to ‘Free’
★ The notification states that exports of wheat covered under these HS codes will now be allowed under the ‘Free’ category with immediate effect.
★ The DGFT has also amended the export policy for wheat flour and related products through a separate notification.
Products covered under HS Code 11010000, including wheat or meslin flour (atta), maida, semolina (rava/suji), wholemeal atta and resultant atta, have been removed from the ‘Prohibited’ category and placed under the ‘Free’ category. This change is also effective immediately from August 24, 2026.
★ The move to allow exports of wheat and major wheat flour products will provide Indian exporters an opportunity to expand business in international markets. However, the impact on the domestic market will depend on wheat availability, prices and the government’s future policy decisions.
