Key Points Regarding DGFT and Customs Notifications on Yellow Pea Imports
★ DGFT (Directorate General of Foreign Trade) is the authority that issues notifications to declare a product as free, restricted, or prohibited for import/export, whereas Customs issues notifications regarding the imposition of duties on imports or exports.
★ In the case of yellow peas, DGFT has only permitted imports for shipments that were loaded on or before February 28, 2025, while Customs has applied a zero-duty policy for these imports until May 31, 2025.
★ Considering both notifications together, it is clear that all shipments currently in transit must arrive in India before May 31, 2025. If a shipment was loaded before February 28, 2025, but arrives after May 31, 2025, it will be subject to higher import duties.
★ It remains to be seen whether DGFT will issue a circular providing further clarification. Until then, the current understanding is that the import deadline has not been extended, and only shipments with a bill of lading (BL) dated February 28, 2025, or earlier can be imported until May 31, 2025.
