News Capsule: FCI OMSS(D) Foodgrain Sale – Key Operational Guidelines
1. Reserve Price for Wheat
* The reserve price for wheat has been fixed excluding transportation cost.
* The final depot-wise reserve price will be determined after adding transportation charges.
* Transportation cost will be calculated from Ludhiana for wheat sourced from Punjab and Haryana, and from Bhopal for wheat sourced from Madhya Pradesh.

2. Policy Validity
* The current OMSS(D) policy will remain valid until 30 June 2027.
* Stocks purchased in the last auction can be lifted only up to 30 June 2027.
* The amount corresponding to unlifted quantity may be refunded to the successful bidder.

3. Eligible Buyers
The following categories are eligible to participate in the auction:
* Bulk consumers
* Flour millers
* Manufacturers of rice products
* Cooperatives/Cooperative Federations (where permitted under the scheme)
* Food processors
Important: Wheat traders will not be allowed to participate in the auction this time as well.

4. Weekly E-Auction
* FCI Regional Offices will publish the weekly tender every Friday for the e-auction to be held on the following Wednesday and Thursday.
* However, the official date for issuance of the first weekly tender has not yet been announced.

5. One Participation per PAN
* Only one bid against one PAN will be allowed in each weekly auction within a region.
* This restriction will apply irrespective of the number of firms, GST registrations, or branch offices operating under the same PAN.

6. Release Order
* The successful bidder can download the Release Order only after depositing the full cost along with applicable taxes.
* No part Release Order will be issued.

7. Payment Timeline
* The date of communication of acceptance by FCI will not be counted while calculating the payment period.

8. Lifting Timeline
* The buyer must complete lifting of stocks within 15 days from the date of communication of acceptance.

9. Additional Grace Period
* If lifting is delayed due to operational issues on FCI's part, such as continuous rake placement, labour problems, or other unforeseen constraints, a grace period of three working days will be provided after the normal lifting period expires.
